Nomination of Janet Dhillon to the Senate

To the Members of the United States Senate:

As the Senate considers the nomination of Janet Dhillon for Director of the Pension Benefit Guaranty Corporation (PBGC), the U.S. Chamber of Commerce (Chamber) offers the following observations. As reflected during her confirmation hearing, Ms. Dhillon’s public and private sector experience has prepared her for the Director position and will ensure she can carry out PBGC’s mission of protecting employees’ pensions.

Ms. Dhillon worked as a corporate counsel for a number of companies with defined benefits plans, requiring to her to interact frequently with the PBGC. This experience will allow her to understand employers’ needs when dealing with the agency and how to improve these interactions. 

Her experience with the EEOC as both the Chair and a member will help her to navigate and run the PBGC. In addition, in her current role as Acting Assistant Secretary of the Employee Benefit Security Administration she is tasked with ensuring the protections of the private employee benefits system, while encouraging employers to establish and maintain these vital benefits. Finding such balance is difficult, and Ms. Dhillon is proving she has the ability to do so. Furthermore, because the Secretary of Labor serves as the Chair of the PBGC Board, Ms. Dhillon’s current experience gives her unique experience and insight into PBGC and will ensure smooth interactions with the Department of Labor.

Ms. Dhillon is dedicated to the private retirement system, and she is committed to addressing issues, such as PBGC premiums and agency transparency, to help employers maintain single-employer plans and contribute to multiemployer plans. We urge the Senate to swiftly consider Ms. Dhillon’s nomination, and we look forward to collaborating with her upon her confirmation.
